The DIP is currently working to complete the draft of the Governmental Decree covering Patents, Industrial Design, Lay-out Design of Integrated Circuits, Utility Models, Geographical Indication and New Variety of Plants. The Department seeks to harmonise all new legislation with the Trade Related aspect of Intellectual Property rights agreement (TRIPS).

Summary of Activities

A - Issuance of Decree covering Industrial Property Matters
The main features of this decree are based on the principle of WIPO model laws. The Decree is now being submitted to the Council of Ministers for approval.

B - Accession to PCT
We are working towards accession to the PCT and are in the process of creating favourable conditions for eligibility.

C - Modernisation of IP Office
The DISM is engaged in a reform process that started last year and aims to make the Department more competitive and efficient. Reforms will affect issues such as organisational structure, personnel recruitment and technical capability: An important requirement is the computerisation of the Intellectual Property system, to upgrade the Department to compatibility with WIPO and the IP departments of other ASEAN countries.

D - Strengthening of Public Awareness
Continued organisation of training courses and seminars.
Holding of joint seminars on Trademark Registration Guidance, in conjunction with DIP Thailand, in provinces located along the Lao-Thai border.

E - Development of International Co-operation
Further co-operation with both WIPO and ASEAN, mainly on the implementation phase of the Trademark and Patent Common Filing System. Increased links with other countries' DIPs.
